Sie wurde 1948 gegr\u00fcndet und<br>z\u00e4hlt heute 194 Mitgliedsstaaten, darunter auch Luxemburg. Sie ist hervorgegangen aus den<br>Bestrebungen, Seuchen zu verhindern oder einzud\u00e4mmen.1 Seit Beginn des 19. Jahrhunderts gab es<br>eine Reihe von Konferenzen und Konventionen zu diesem Zweck. Stets hatten die Menschen Angst<br>vor \u201eInfektionskrankheiten\u201c und Seuchen wie der Pest oder Cholera und wollten sich sch\u00fctzen, auch<br>im Hinblick, den internationalen Handel nicht zu gef\u00e4hrden.<\/p>\n<p>Aktuelle Leitlinien seitens der WHO gibt es z.B. im Regelungswerk der Internationalen<br>Gesundheitsvorschriften (International Health Regulations, R\u00e8glement Sanitaire International)2. Die<br>heute g\u00fcltigen Vorschriften wurden auf der 58. Weltgesundheitsversammlung am 23. Mai 2005<br>angenommen und traten f\u00fcr alle Vertragsstaaten am 15. Juni in Kraft. Seit dem 15. Juni 2007 sind sie<br>v\u00f6lkerrechtlich verbindlich.<\/p>\n<p>Das RKI schreibt dazu:<br>\u201eDie IGV bilden das v\u00f6lkerrechtliche Fundament der internationalen Bek\u00e4mpfung von Infektionskrankheiten.\u201c \u2026 \u201eDer<br>Anwendungsbereich der Vereinbarungen wurde deutlich erweitert: f\u00fcr die WHO bestehen mehr M\u00f6glichkeiten der<br>Einflussnahme und es werden Vorgaben hinsichtlich der Surveillance und Kontrolle von Ereignissen von internationaler<br>Tragweite gemacht, die von den Mitgliedstaaten umzusetzen sind. Die IGV (2005) sind auf s\u00e4mtliche Ereignisse<br>anwendbar (nat\u00fcrlich oder beabsichtigt), die eine Gefahr f\u00fcr die \u00f6ffentliche Gesundheit darstellen k\u00f6nnen (biologisch,<br>chemisch oder durch ionisierende Strahlen).\u201c 3<\/p>\n<p>Wie aus dieser Beschreibung hervorgeht, wurde die Einflussbereich der WHO st\u00e4ndig ausgeweitet.<br>Jetzt sollen diese noch einmal abge\u00e4ndert werden, wobei das Mitsprache- und Entscheidungsrecht<br>der einzelnen Staaten weiter eingeschr\u00e4nkt werden sollen und die Verfassungen ausgehebelt werden<br>k\u00f6nnen;4 sicher erw\u00e4hnenswert im Kontext mit der aktuellen Verfassungsreform.<\/p>\n<p>Dies ist vorgesehen auf der <b>75. Generalsversammlung der WHO vom 22. bis zum 28. Mai 2022<\/b>.5<br>Vorschl\u00e4ge dazu finden wir im offiziellen Text vom 12. April 2022.6 James Roguski, Forscher und Autor<br>im Bereich Gesundheit, macht auf die Artikel 12 und 59 aufmerksam, die wesentlich sind im Kontext<br>der Selbstbestimmung der Staaten.7 In Artikel 12 wird ein <b>PHERC<\/b> (Public Health Emergency of<br>regional concern) vorgesehen (w\u00fcrde hei\u00dfen: lokale B\u00fcrokraten bekommen noch mehr Macht) oder<br>die M\u00f6glichkeit f\u00fcr den Generaldirektor der WHO geschaffen, eine <b>IPHA <\/b>(intermediate public health<br>alert) auszurufen. Die M\u00f6glichkeiten, eine Region vom Rest der Welt abzusondern und damit<br>Menschen ihrer Freiheiten zu berauben, aufgrund willk\u00fcrlicher Entscheidungen, basierend auf<br>Angstmacherei, sollen demnach erweitert werden.<\/p>\n<p>Parallel hat die WHO eine Arbeitsgruppe ins Leben gerufen um einen neuen Pandemievertrag<br>auszuarbeiten. Dieser soll 2024 in Kraft treten.8<\/p>\n<p>Wir m\u00f6chten unsere Besorgnis \u00fcber diese Entwicklungen, hin zu einer quasi Weltregierung mittels<br>der WHO zum Ausdruck bringen.9 Die Bef\u00fcrchtungen werden weltweit geteilt und sind berechtigt.10<\/p>\n<p>Bis jetzt machte die WHO Gebrauch vom PHEIC (Public Health Emergency of International Concern)<br>beim Ausrufen von Pandemien. Ebenso geschehen f\u00fcr die \u201eCorona-Pandemie\u201c am 30. Januar 2020,<br>was die Luxemburger Regierung dazu veranlasste, am 18. M\u00e4rz 2020 den Ausnahmezustand<br>auszurufen und nachfolgend eine Reihe von Ma\u00dfnahmen mit den Covid-19 Gesetzen ab 17. Juli 2020<br>zu verh\u00e4ngen, dies mit schwerwiegenden Folgen f\u00fcr die physische und psychische Gesundheit, die<br>Wirtschaft, sowie das gesellschaftliche Leben; ohne selbst zu \u00fcberpr\u00fcfen, ob dieser Notstand seitens<br>der WHO durch wissenschaftliche Fakten belegt sei. Zumindest im Nachhinein sollte hier eine seri\u00f6se<br>Aufarbeitung stattfinden. Zum Beispiel gab es einen sog. PHEIC seitens der WHO betreffend<br>\u201eEbolavirus\u201c 11, was seinerzeit und bis heute aber kaum Auswirkungen auf die Gesundheitspolitik<br>Luxemburgs hatte.<\/p>\n<p>Neben James Roguski haben sich noch 2 weitere Kenner der WHO kritisch mit ihr auseinandergesetzt<br>und verfolgen die aktuellen Entwicklungen: die Wissenschaftlerin und Forscherin im<br>Gesundheitsbereich Astrid Stuckelberger12 und die Juristin Silvia Behrendt. Letztere wies k\u00fcrzlich auf<br>juristische Unklarheiten hin betreffend der Verbindlichkeit der IHR nach dem V\u00f6lkerrecht.13 Sie hat<br>ihre eigene Plattform zu diesen Themen erstellt.14<\/p>\n<p>Zust\u00e4ndig f\u00fcr Luxemburg ist die \u201eDivision de l\u2019inspection sanitaire\u201c, wie es in einem Gesetz von 2015<br>hei\u00dft.15<\/p>\n<p>Art.4 (1) La division de l\u2019inspection sanitaire est charg\u00e9e:<br>&#8211; d\u2019assurer la protection de la sant\u00e9 publique tant en ce qui concerne l\u2019hygi\u00e8ne du milieu que la surveillance et la lutte<br>contre les maladies transmissibles;<br>&#8211; d\u2019organiser le contr\u00f4le m\u00e9dical des ressortissants de pays tiers;<br>&#8211; de traiter les dossiers relatifs aux \u00e9trangers souhaitant se faire soigner au Luxembourg et dont la prise en charge n\u2019est pas<br>assur\u00e9e par les organismes de s\u00e9curit\u00e9 sociale;<br>&#8211; de se prononcer sur l\u2019aptitude m\u00e9dicale \u00e0 des mesures d\u2019\u00e9loignement.<br>Elle remplit en outre la mission de point focal national dans le cadre du R\u00e8glement sanitaire international.<\/p>\n<p>Unsere Vertreter bei den 2 letzten WHA, im Mai 2020 und 2021, sind in Endnote 16 zu finden.<br>Die Vertreter der 150. Versammlung des \u201eexecutive boards\u201c am 29. Januar 2022 sind in Endnote 17<br>aufgelistet.<\/p>\n<p>Fragen, die sich stellen:<br>&#8211; Wer wird Luxemburg dieses Mal vertreten?<br>&#8211; Ist ein Luxemburger Vertreter Mitglied im Vorstand (executive board) nach den Artikeln 24-29 im<br>Kapitel VI der Verfassung der WHO?18<br>&#8211; Hatte die Regierung rechtzeitig Einsicht in die \u00c4nderungsvorschl\u00e4ge?<br>&#8211; Gab es im Vorfeld Kritik seitens der Luxemburger Regierung an den \u00c4nderungsvorschl\u00e4gen?<br>&#8211; Ist sich die Regierung bewusst, dass durch diese \u00c4nderungen, wenn sie ohne Widerspruch nach 6<br>Monaten in Kraft treten sollen, die Souver\u00e4nit\u00e4t des Landes weiter untergraben werden kann?<br>&#8211; Sieht die Regierung eine \u00f6ffentliche Debatte zu diesem Thema vor?<br>&#8211; In welchem Gesetz sind die \u201eInternational Health Regulations\u201c von 2005 verankert, falls sie von<br>Luxemburg ratifiziert worden sind?<\/p>\n<p>Wir sind der Auffassung, dass Luxemburg die Mitgliedschaft bei der WHO \u00fcberdenken sollte, da sie<br>die Interessen der Luxemburger (wie allen anderen Mitgliedsstaaten) zu stark untergr\u00e4bt, ganz<br>abgesehen von den hohen j\u00e4hrlichen Zahlungen an die WHO.<\/p>\n<p><b>Kritikpunkte<\/b> an der WHO gibt es gen\u00fcgend:<br>&#8211; keine demokratisch legitimierte Institution<br>&#8211; keine Neutralit\u00e4t<br>&#8211; Interessenkonflikte; zu insgesamt etwa 80 % privat- und pharmafinanziert<br>&#8211; Direktor Tedros Gebreyesus, vorbelastet durch schwere Vorw\u00fcrfe gegen ihn als fr\u00fcheren<br>Gesundheitsminister in \u00c4thiopien und seine Beziehungen zur Tigray-Befreiungsfront (TPLF)<br>&#8211; keine unabh\u00e4ngige \u00dcberpr\u00fcfung<br>&#8211; einseitige Sicht auf Krankheit mit Schwerpunkt Impfungen<br>&#8211; \u00fcberzogene Panikmache (Beispiel: sog. Elle a \u00e9t\u00e9 fond\u00e9e en<br \/>1948 et compte aujourd&#8217;hui 194 \u00c9tats membres, dont le Luxembourg. Elle est n\u00e9e de la<br \/>volont\u00e9 de pr\u00e9venir ou d&#8217;endiguer les \u00e9pid\u00e9mies.1 Depuis le d\u00e9but du 19e si\u00e8cle, une s\u00e9rie<br \/>de conf\u00e9rences et de conventions ont \u00e9t\u00e9 organis\u00e9es dans ce but. Les gens ont toujours eu<br \/>peur des &#8222;maladies infectieuses&#8220; ainsi que des \u00e9pid\u00e9mies comme la peste ou le chol\u00e9ra et<br \/>ont voulu se prot\u00e9ger, notamment pour ne pas mettre en danger le commerce international.<\/p><p>Les directives actuelles de l&#8217;OMS se trouvent par exemple dans le R\u00e8glement sanitaire<br \/>international (RSI) 2. Le r\u00e8glement actuel a \u00e9t\u00e9 adopt\u00e9 lors de la 58e Assembl\u00e9e mondiale de<br \/>la sant\u00e9 le 23 mai 2005 et est entr\u00e9 en vigueur pour tous les \u00c9tats parties le 15 juin 2007.<\/p><p>Le RKI \u00e9crit \u00e0 ce sujet :<br \/>&#8222;Les RSI constituent le fondement juridique international de la lutte internationale contre les<br \/>maladies infectieuses&#8220;. &#8230; &#8222;Le champ d&#8217;application des accords a \u00e9t\u00e9 consid\u00e9rablement \u00e9largi<br \/>: l&#8217;OMS a davantage de possibilit\u00e9s d&#8217;exercer une influence et des directives sont donn\u00e9es<br \/>concernant la surveillance et le contr\u00f4le des \u00e9v\u00e9nements de port\u00e9e internationale, qui<br \/>doivent \u00eatre mises en \u0153uvre par les \u00c9tats membres. Le RSI (2005) s&#8217;applique \u00e0 tous les<br \/>\u00e9v\u00e9nements (naturels ou intentionnels) susceptibles de pr\u00e9senter un risque pour la sant\u00e9<br \/>publique (biologiques, chimiques ou dus \u00e0 des radiations ionisantes)&#8220;. 3<\/p><p>Comme il ressort de cette description, la sph\u00e8re d&#8217;influence de l&#8217;OMS n&#8217;a cess\u00e9 de s&#8217;\u00e9tendre.<br \/>Aujourd&#8217;hui, il est pr\u00e9vu de modifier les directives une fois de plus, en limitant encore<br \/>davantage le droit de parole et de d\u00e9cision des diff\u00e9rents \u00c9tats et en permettant de<br \/>neutraliser les constitutions ; 4ce qui m\u00e9rite certainement d&#8217;\u00eatre mentionn\u00e9 dans le contexte<br \/>de la r\u00e9forme constitutionnelle actuelle.<\/p><p>Cela est pr\u00e9vu lors de la <b>75e Assembl\u00e9e g\u00e9n\u00e9rale de l&#8217;OMS du 22 au 28 mai 2022<\/b>. 5Nous<br \/>trouvons des propositions \u00e0 ce sujet dans le texte officiel du 12 avril 2022. 6 James Roguski,<br \/>chercheur et auteur dans le domaine de la sant\u00e9, attire l&#8217;attention sur les articles 12 et 59,<br \/>qui sont essentiels dans le contexte de l&#8217;autod\u00e9termination des \u00c9tats. 7 L&#8217;article 12 pr\u00e9voit un<br \/><b>PHERC <\/b>(Public Health Emergency of regional concern- Urgence de sant\u00e9 publique de port\u00e9e<br \/>internationale) (ce qui signifie que les bureaucrates locaux auront encore plus de pouvoir) ou<br \/>la possibilit\u00e9 pour le directeur g\u00e9n\u00e9ral de l&#8217;OMS de d\u00e9clarer une <b>IPHA <\/b>(intermediate public<br \/>health alert &#8211; alerte sanitaire interm\u00e9diaire). Les possibilit\u00e9s d&#8217;isoler une r\u00e9gion du reste du<br \/>monde et de priver ainsi les gens de leurs libert\u00e9s, sur la base de d\u00e9cisions arbitraires bas\u00e9es<br \/>sur la peur, seront donc \u00e9largies.<\/p><p>Parall\u00e8lement, l&#8217;OMS a mis en place un groupe de travail pour \u00e9laborer un <b>nouveau trait\u00e9<br \/>sur les pand\u00e9mies<\/b>. C&#8217;est ce qui s&#8217;est pass\u00e9 pour la &#8222;pand\u00e9mie Corona&#8220; le 30<br \/>janvier 2020, ce qui a conduit le gouvernement luxembourgeois \u00e0 d\u00e9clarer l&#8217;\u00e9tat d&#8217;urgence le<br \/>18 mars 2020 et \u00e0 imposer ensuite une s\u00e9rie de mesures avec les lois Covid-19 \u00e0 partir du 17<br \/>juillet 2020, avec de graves cons\u00e9quences pour la sant\u00e9 physique et psychique, l&#8217;\u00e9conomie et<br \/>la vie sociale ; sans v\u00e9rifier lui-m\u00eame si cet \u00e9tat d&#8217;urgence de la part de l&#8217;OMS \u00e9tait \u00e9tay\u00e9 par<br \/>des faits scientifiques. Une analyse s\u00e9rieuse devrait au moins avoir lieu a posteriori. Par<br \/>exemple, il y a eu un soi-disant PHEIC de la part de l&#8217;OMS concernant le &#8222;virus Ebola&#8220;11, mais<br \/>cela n&#8217;a gu\u00e8re eu d&#8217;impact sur la politique de sant\u00e9 du Luxembourg \u00e0 l&#8217;\u00e9poque et jusqu&#8217;\u00e0<br \/>aujourd&#8217;hui.<\/p><p>Outre James Roguski, deux autres experts de l&#8217;OMS se sont pench\u00e9s de mani\u00e8re critique sur<br \/>l&#8217;organisation et suivent les d\u00e9veloppements actuels : la scientifique et chercheuse dans le<br \/>domaine de la sant\u00e9 Astrid Stuckelberger12 et la juriste Silvia Behrendt. It was founded in 1948 and today has 194<br>member states, including Luxembourg. It emerged from efforts to prevent or contain<br>epidemics.1 Since the beginning of the 19th century, there have been a number of<br>conferences and conventions for this purpose. People have always been afraid of &#8222;infectious<br>diseases&#8220; and epidemics such as the plague or cholera and wanted to protect themselves,<br>also with a view to not endangering international trade.<\/p>\n<p>Current guidelines from the WHO can be found, for example, in the International Health<br>Regulations (R\u00e8glement Sanitaire International)2. The currently valid regulations were<br>adopted at the 58th World Health Assembly on 23 May 2005 and came into force for all<br>signatory states on 15 June. They have been binding under international law since 15 June<br>2007.<\/p>\n<p>The RKI writes on this:<br>&#8222;The IHR form the foundation of international law for the fight against infectious diseases.&#8220;<br>&#8230; &#8222;The application scope of the agreements has been significantly expanded: there are<br>more possibilities for the WHO to exert influence and specifications are made with regard to<br>the surveillance and control of events of international significance, which are to be<br>implemented by the Member States. The IHR (2005) are applicable to all events (natural or<br>intentional) that may pose a risk to public health (biological, chemical or ionising<br>radiation).&#8220;3<br><\/p>\n<p>As can be seen from this description, the WHO&#8217;s sphere of influence has been steadily<br>expanding. Now these are to be amended yet again, with the right of individual states to<br>have a say and make decisions to be further restricted and constitutions to be undermined;4<br>certainly worth mentioning in the context of the current constitutional reform.<br><\/p>\n<p>This is foreseen at the <b>75th General Assembly of the WHO from 22 to 28 May 2022<\/b>.5<br>Proposals for this can be found in the official text of 12 April 2022.6 James Roguski,<br>researcher and author in the field of health, draws attention to Articles 12 and 59, which are<br>essential in the context of self-determination of states.7 Article 12 provides for a <b>PHERC<\/b><br>(Public Health Emergency of regional concern) (meaning local bureaucrats getting even<br>more power) or the possibility for the WHO Director-General to declare an <b>IPHA<\/b><br>(intermediate public health alert). The possibilities of segregating a region from the rest of<br>the world and thus depriving people of their freedoms due to arbitrary decisions based on<br>fear-mongering are thus to be expanded.<br><\/p>\n<p>At the same time, the WHO has set up a working group to draft a new pandemic treaty. This<br>should come into force in 2024.8<br><\/p>\n<p>We would like to express our concern about these developments towards a quasi world<br>government through the WHO.9 The fears are shared worldwide and are justified.10<br><\/p>\n<p>Until now, the WHO has used the PHEIC (Public Health Emergency of International Concern)<br>to declare pandemics. The same happened for the &#8222;Corona pandemic&#8220; on 30 January 2020,<br>which led the Luxembourg government to declare a state of emergency on 18 March 2020<br>and to subsequently impose a series of measures with the Covid-19 laws from 17 July 2020,<br>with serious consequences for physical and mental health, the economy, as well as social<br>life; without even checking whether this state of emergency on the part of the WHO was<br>supported by scientific facts. At least in retrospect, a serious reappraisal should take place<br>here. For example, there was a so-called PHEIC on the part of the WHO concerning the<br>&#8222;Ebola virus&#8220;11, which at the time and to this day has hardly had any effect on Luxembourg&#8217;s<br>health policy.<br><\/p>\n<p>In addition to James Roguski, two other experts have critically examined the WHO and are<br>following current developments: the scientist and health researcher Astrid Stuckelberger12<br>and the lawyer Silvia Behrendt. The latter recently pointed out legal ambiguities regarding<br>the binding nature of the IHR under international law.13 She has created her own platform<br>on these issues.14<br><\/p>\n<p>According to a law from 2015, the &#8222;Division de l&#8217;inspection sanitaire&#8220; is in charge of<br>Luxembourg.15<br><\/p>\n<p>Art.4 (1) The division de l&#8217;inspection sanitaire is in charge of:<br>&#8211; ensuring the protection of public health, both with regard to the hygiene of the<br>environment and to surveillance and the fight against transmissible diseases;<br>&#8211; organising medical checks on residents of other countries;<br>&#8211; dealing with the dossiers relating to foreign nationals who wish to be treated in<br>Luxembourg and who are not covered by the social security institutions;<br>&#8211; commenting on the medical aptitude for the measures of rehabilitation.<br><b>It also acts as the national focal point for the International Health Regulations.<\/b><br><\/p>\n<p>Our representatives at the 2 last WHAs, in May 2020 and 2021, are listed in endnote 16.<br>The representatives at the 150th meeting of the &#8222;executive board&#8220; on 29 January 2022 are<br>listed in endnote 17<\/p>\n<p>Questions to ask:<br>&#8211; Who will represent Luxembourg this time?<br>&#8211; Is a Luxembourg representative a member of the executive board according to articles 24-<br>29 in Chapter VI of the WHO Constitution?18<br>&#8211; Did the government have timely access to the proposed amendments?<br>&#8211; Was there any criticism of the proposed amendments from the Luxembourg government<br>in advance?<br>&#8211; Is the government aware that these amendments, if they are to come into force without<br>opposition after 6 months, may further undermine the sovereignty of the country?<br>&#8211; Does the government foresee a public debate on this issue?<br>&#8211; In which law are the &#8222;International Health Regulations&#8220; of 2005 enshrined, if they have<br>been ratified by Luxembourg?<br><\/p>\n<p>We believe that Luxembourg should reconsider its WHO membership as it undermines the<br>interests of Luxembourgers (like all other member states) too much, not to mention the<br>high annual payments to the WHO.<br><\/p>\n<p>There are enough points of criticism against the WHO:<br>&#8211; no democratically legitimised institution<br>&#8211; no neutrality<br>&#8211; conflicts of interest; about 80 % privately and pharmaceutically financed.<br>&#8211; director Tedros Gebreyesus, tainted by serious accusations against him as former health<br>minister in Ethiopia and his relations with the Tigray Liberation Front (TPLF)<br>&#8211; O regulamento atual foi adotado ap\u00f3s a 58\u00aa assembleia mundial da sa\u00fade a 23 de maio<br \/>de 2005 e entrou em vigor para todos os Estados a 15 de junho de 2007.<\/p><p>O RKI escreve a este sujeito:<br \/>\u201cOs RSI constituem o fundamento jur\u00eddico internacional da luta internacional contra as doen\u00e7as<br \/>contagiosas\u201d. \u2026 \u201c o campo de aplica\u00e7\u00e3o dos acordos foi consideravelmente alargado: a OMS<br \/>possui possibilidades de exercer com influencia e s\u00e3o dadas diretivas para a vigil\u00e2ncia e o<br \/>controle dos eventos de alcance internacional, que t\u00eam de ser aplicados pelos Estados membros.<br \/>O RSI (2005) aplica-se a todos os eventos (naturais ou intencionais) suscet\u00edveis de apresentar<br \/>um risco para a sa\u00fade publica (biol\u00f3gicos, qu\u00edmicos ou causados por radia\u00e7\u00f5es ionizantes)\u201d. 3.<\/p><p>Como descrito nesta descri\u00e7\u00e3o, a esfera de influencia da OMS n\u00e3o cessou de se ampliar.<\/p><p>Hoje, esta prevista a modifica\u00e7\u00e3o as diretivas uma vez mais, limitando ainda mais o direito de<br \/>dialogo e de decis\u00e3o dos diferentes Estados permitindo a neutraliza\u00e7\u00e3o das constitui\u00e7\u00f5es ; 4 o<br \/>que merece certamente ser mencionado no contexto da reforma constitucional atual.<\/p><p>Est\u00e0 assim previsto que na <b>75\u00aa Assembleia geral da OMS do 22 au 28 maio 2022<\/b> que se<br \/>encontrem proposi\u00e7\u00f5es sobre este assunto no texto oficial do 12 de abril de 2022. 6 James<br \/>Roguski, procurador e autor na \u00e1rea da sa\u00fade, chama a aten\u00e7\u00e3o para os artigos 12 e 59, que s\u00e3o<br \/>essenciais no contexto da autodetermina\u00e7\u00e3o dos Estados. 7 O artigo 12 prev\u00ea um <b>PHERC<\/b><br \/>(Public Health Emergency of regional concern- Urg\u00eancia de sa\u00fade publica a n\u00edvel regional)<br \/>(que significa que os burocratas locais ter\u00e3o ainda mais poder) ou a possibilidade do diretos<br \/>geral da OMS de declarar uma <b>IPHA <\/b>(intermediate public helath alert \u2013 alerta sanit\u00e1rio<br \/>intermedi\u00e1rio). As possibilidades de isolar uma regi\u00e3o do resto do mundo e de privar assim a<br \/>comunidade da suas liberdades, na base de decis\u00f5es arbitrarias baseadas no medo, ser\u00e3o assim<br \/>alargadas.<\/p><p>Paralelamente, a OMS creou um grupo de trabalho para elaborar um <b>novo tratado sobre as<br \/>pandemias<\/b>. Este devera entrar em vigor en 2024. 8<\/p><p>N\u00f2s desejamos exprimir a nossa preocupa\u00e7\u00e3o em rela\u00e7\u00e3o a esta evolu\u00e7\u00e3o de quase governan\u00e7a<br \/>mundial por parte da OMS. 9 Os medos s\u00e3o partilhados no mundo inteiro e justificados. 10<\/p><p>At\u00e9 ao dia de hoje, a OMS utilizou a PHEIC (Public Health Emergency of International Concern<br \/>\u2013 Urg\u00eancia de sa\u00fade publica internacional) para declarar as suas pandemias. Tal como se passou<br \/>para a \u201cpandemia Corona\u201d no 30 de janeiro de 2020, que conduziu o governo luxemburgu\u00eas a<br \/>declarar estado de emerg\u00eancia a 18 de mar\u00e7o de 2020 e a impor de seguida uma s\u00e9rie de medidas<br \/>com as leis Covid-19 a partir do 17 de julho de 2020, com graves consequ\u00eancias para a sa\u00fade<br \/>f\u00edsica e psicol\u00f3gica, a economia e a vida social; sem verificar ele mesmo se este estado de<br \/>emerg\u00eancia da parte da OMS estaria comprovado por feitos cient\u00edficos. Uma analise s\u00e9ria<br \/>deveria ao menos ter sido feito posteriormente. Por exemplo, existe uma dita PHEIC da parte<br \/>da OMS por causa do \u201cv\u00edrus Ebola\u201d 11 , mas isto n\u00e3o gerou impacto sobre a politica de sa\u00fade<br \/>do Luxemburgo na \u00e9poca nem atualmente.<\/p><p>Alem de James Roguski, dois outros especialistas da OMS manifestaram-se de forma critica<br \/>sobre a organiza\u00e7\u00e3o e seguem o desenvolvimento atual: a cientista e procuradora no ramo da<br \/>sa\u00fade Astrid Stuckelberger12 e a jurista Silvia Begrendt. conflitos de interesse ; aproximadamente 80% financiados pelo setor privado e farmac\u00eautico.<br \/>\u2013 diretor Tedros Gebreyesus, cuja reputa\u00e7\u00e3o \u00e9 manchada pelas graves acusa\u00e7\u00f5es<br \/>contra ele como ex-ministro da sa\u00fade na Eti\u00f3pia e suas rela\u00e7\u00f5es com o<br \/>Frente de Liberta\u00e7\u00e3o Tigray (TPLF) &#8211;
